Danger to people from falling

Provision and use of access and positioning procedures with the aid of ropes.

Preliminary remark

These technical rules for operational safety (TRBS) reflect the state-of-the-art, occupational medicine and hygiene rules and other secure ergonomic findings for the provision and use of work equipment and for the operation of systems that require monitoring.
It is determined by the Committee for Industrial Safety (ABS) and published by the Federal Ministry of Labor and Social Affairs in the Joint Ministerial Gazette.
The technical rule specifies the industrial safety ordinance with regard to the identification and assessment of hazards and the derivation of suitable measures. When applying the measures mentioned as an example, the employer can assert the presumption of compliance with the provisions of the Industrial Safety Ordinance. If the employer chooses a different solution, he has to prove the equivalent fulfillment of the regulation in writing.

scope of application

This technical rule applies to the determination of measures to protect employees against falls. It specifies Sections 10 and 11 and Annex 2 Section 5 of the Industrial Safety Ordinance with regard to the provision and use of access and positioning procedures with the aid of ropes and is to be used in conjunction with TRBS 2121 "Danger to persons from falls - general requirements".

2 Definitions

2.1 Access and positioning procedures with the help of ropes are procedures in which the user moves and / or positions himself horizontally, diagonally or vertically on ropes. It consists of a support system and a safety system. The mutual rescue of the users is included.

2.2 Support system is the entirety of the anchorage system and suspension rope, equipped with access and positioning devices and seats that are adapted to the respective process. To prevent a fall, the access and positioning devices must have a self-locking function.

2.3 Security system is the entirety of the stop system and fall arrest system that prevents the user from falling if the support system fails.

2.4 Provision includes the procurement of the system components or overall systems required for the respective application, the assembly of the system components or overall systems necessary for the respective application.

2.5 use includes the inspection before the first start-up and in the event of influences causing damage, the use as work equipment, the safety and security measures in the event of malfunctions and extraordinary influences, such as B. Weather conditions, and the repair and maintenance.

4.1
Provision


The employer is responsible for putting together access and positioning procedures with the aid of ropes using suitable system components including the rescue equipment for the specific purpose.

Explanation:

For tree maintenance work where the risk assessment shows that the use of a second rope would create a greater hazard to the work, the use of a single rope is permitted, provided that appropriate measures are taken to ensure the safety of the workers.

Explanation:

Such cases of application can occur, for example, when accessing and walking through a treetop, since the safety system cannot be guaranteed to function properly on the way through the branches.

4.2 Use

For the application of the procedure, the employer has to draw up a plan for the construction, conversion and dismantling (assembly instruction or operating instruction) or have it drawn up.

Access and positioning procedures with the aid of ropes may only be used under the supervision / supervision of a suitable authorized supervisor and by suitable authorized employees (see Section 4.3).

The application of the procedures must be planned and managed by authorized supervisors. You must ensure that the work is carried out in accordance with regulations.

The procedures may only be used if the user can safely enter the system or leave the system and the place of use at any time.

Explanation:

4.3 Authorized persons

4.3.1 General

Access and positioning procedures with the aid of ropes must be carried out by supervisors and employees who are technically and physically suitable for this work.

Explanation:

Physically suitable are z. B. Employees who have no health concerns about work with a risk of falling. In the field of tree care z. B. Employees are physically fit if there are no health concerns for carrying out "construction work".

Every user of the procedures must be trained in first aid.
4.3.2 Authorized supervisor

The professional qualification is given if the supervisor has acquired the following theoretical and practical knowledge and skills:
  1. Creation of a qualified risk assessment, creation of operating instructions.
  2. Requirements for site preparation / deployment planning
  3. Requirements for the operation of a construction site or the supervision
  4. Comprehensive knowledge of material properties / equipment, their selection and their specific properties, especially of accessories and auxiliary equipment used.

  6. Assessment of anchor points and the necessary lifting techniques; including knowledge of transportable anchors and fastenings.
  7. Security technology
  8. Rescue techniques, rescue planning and implementation on site based on the specific hazard situation.
  9. Lead techniques

Explanation:

This group of people includes B. Employees who have successfully completed a course for supervisors to perform rope-assisted access and positioning procedures.
For the work in tree care belong to this group of people z. B. Employees who have successfully completed a course for rope-assisted work in the treetop. When working with a chainsaw, proof of successful participation in a course for performing rope-assisted work in the treetop with chainsaws must be provided.

4.3.3 Authorized employee

The professional qualification is given if he has acquired the following theoretical and practical knowledge and skills:
  1. Possibilities and limits of carrying out work
  2. Knowledge of ropes, knots and equipment.
  3. Stop technique
  4. Rescue techniques
  5. Security variants

In addition, depending on the degree of risk of the process used, additional knowledge and skills may be required.

Explanation:

This group of people includes B. Employees who have successfully completed a course for rope access workers to perform rope-assisted access and positioning procedures using vertical access techniques.
For the work in tree care belong to this group of people z. B. Employees who have successfully completed a course to carry out rope-supported work in the treetop. When working with a chainsaw, proof of successful participation in a course for performing rope-assisted work in the treetop with chainsaws must be provided.

If there is an increased degree of danger, other access techniques such as traversing, horizontal and diagonal access directions are used in addition to vertical access technology.

Additional knowledge and skills are required here:
  1. Basic knowledge of risk assessment and building site safety
  2. Detailed knowledge of material / equipment / knots
  3. Fall physics and medical aspects
  4. Knowledge of the assessment of anchor points and the necessary attachment techniques; including knowledge of transportable anchors and fastenings.
  5. Ascent and descent techniques, horizontal movement.
  6. Upward rescue, active / passive rescue from horizontal rope routes / structure.
  7. External backup

Explanation:

This group of people includes B. Employees who have successfully completed a course for rope access workers in the execution of rope-assisted access and positioning procedures with horizontal and diagonal access techniques and by means of traversing.
For the work in tree care belong to this group of people z. B. Employees who have successfully completed a course to carry out rope-supported work in the treetop. When working with a chainsaw, proof of successful participation in a course for performing rope-assisted work in the treetop with chainsaws must be provided.

4.4 Instruction

Assigned employees are to be instructed appropriately for the work to be carried out, in relation to the workplace and in a manner geared to the area of responsibility. Rescue procedures must also be dealt with.

Practical exercises are required as part of the instruction. The exercises are to be carried out under comparable working and deployment conditions with suitable, independent safeguards.

4.5 Implementation of the procedure

When using access and positioning procedures with the aid of ropes, at least two authorized persons in accordance with Section 4.3 must be deployed to ensure that first aid can be provided in emergencies and the necessary rescue measures can be carried out or initiated immediately. Visual and call contact must be guaranteed at all times.

The safety of the rescuer is a priority.
4.6 Compliance with safe use during operation

During the use of access and positioning procedures with the aid of ropes, employees must check the components used for visible damage. Any damage must be reported to the respective supervisor. Damaged components must be withdrawn from use immediately.
